I believe ingame you can search the player then report them and when you do mention this post so that its easier for them to find evidence. Cheating is cringe
Send to staff in PM instead of making posts on the forum. Also make an in game report so that they have a official report to go on.
Showing his name is against the forum rules as well as giving players a way to find the cheats by searching for him.
