It gets worse: some of those short 37mm French tanks only had a few AP shells equipped, or entirely HE. Might as well get out and throw strong language at the enemy. :C

OT: +1 (Conditional) from me - if the 37mm gets the necessary Brandt APDS and/or a new, lower tier is added for reserve vehicles.

Knowing Gaijin it will be APCR stock and APDS rank IV modification. At rank I that’s not too bad though, should get it over 3-4 games.
