A true counterpart to the KH-38, would love to see this in game as a precursor to the AGM-84K which will go to several nations!
So I think it can replace AGM-65D because it maintains 0.8 Mach throughout the flight to the target so it will be a reliable missile.
Is this a USN only weapon or can the USAF use it? Or is AGM-130 enough?
USAF has JASSM, which fills that role.
But the F-15E/EX is compatible with SLAM.

It’s SLAM-ER.
F-16’s can also carry harpoons. SLAM is just a harpoon with maverick seeker. So it should work. SLAM-ER is also a SLAM with longer range

It seems like AGM-84 in the US was mostly just a testing thing and less of actually being operationally used.
I mean that should still be enough for it to get added, considering the Swiss hornet’s loadout and it being compatible is enough
