How do you tell whether a bush will have a hitbox against an ATGM / HE shell or not?

And btw the fuze of such rounds is based on the resistance of whatever it touches, so it seems normal to me.

You can typically fire safely through things that are light green and thin; if you aim anywhere around the branchy brown parts it will probably trigger.

If the hit box ties up with the model.

 

I believe it is trial and error mixed with RNG and just the disparity between clients and server so things aren't always where you think.

For me it's about 99% consistent so.

Well, bully for you.  I've driven up trees that aren't there, shot/flown through trees with no issue, slammed into trees/objects I am not near, caught on hit boxes that don't line up, made shots that should not have worked in regards to obstacles, I've even crash landed 200m up and was static hovering in the air after gliding on the magic air waves (not sure but a month ago Malta had HUGE issues).

I will assume the 99% is a made up figure.  Being "lucky" is not really valid, and not saying many things aren't working fine most the time.

Just shoot HEAT(-FS) and ATGMs only when you have a clear shot and you will be fine. 

 

I wouldn't bother learning which bushes on what map work, because that could change with any update and just isn't worth the trouble.
