It's hard to tell what's best because everybody plays differently, but if you like to play attacker role USA is one of the best in that area. And if you like to play fighter role i can't help you because i'm mainly tankist and plays attacker role.

Low tier is quite balanced. No need to chose a meta nation. France is quite strong, but that fizzles out quickly. Just play the nation you like. At least when it comes to RB, it's not that important which nation you play, because everyone has quite strong planes somewhere and you cant play more than one plan at a time anyway.

USA - jack of all trades with emphasis high-altitude performance, good multirole capabilities

Germany - heavy firepower, excellent flight performance, poor maneuverability

USSR - jack of all trades with emphasis on low-altitude performance, lacking ordinance

UK - jack of all trades with emphasis on maneuverability or engine power (Spitfire/Fleet Air Arm and Hawker line respectively), lacking ordinance

Japan - extreme turning ability, poor speed and control responsiveness (control stiffening), lacking firepower, lacking ordinance

China - copy+paste from USA/USSR/UK/Japan

Italy - ???

France - ???

Sweden - excellent firepower, lacking engine power

Israel - starts from T4, copy+paste from USA/Germany/UK/France

i like the russian biplanes myself. handle well. lots of fun. Moving up to the I-16 is fun too but then you start running into early 109's and spitfires which will be trouble.

US: P36-F2A. Both have a good combination of speed and maneuverability that make you effective against pretty much anything you face, and they introduce you to the .50cals you will find on every single other plane up to jets.

GER: 109E1-190A1. The Emil shows you what the 109 line is all about. Climb rate and energy retention. Same with the Anton and the 190 line. Speed and defensive flying.

USSR: biplanes and the Ishaks can be fun, but you want to get the hang on the Yak-1 and the MiG-3. Yaks are low altitude specialists with good performance and maneuverability below 2-3000m. The MiG-3 has a bit more kick at high altitude, and with the airspawn it's one of the easiest fighters to use if you have a good understanding of BnZ tactics.

UK: Brits don't have many great choices at low tier in my opinion, Hurricanes are okay, but whilst their maneuverability is good, it's not exactly the best. Also becomes a brick at high speed too quickly. Early Spits are better and feel lighter but their great maneuverability, coupled to the fact that most new players will have an inexperienced crew, means that you won't pull many extreme aerobatics without blacking out. I would go for the Sunderland, just for the laugh.

JPN: Ki44-II. One of the most broken planes in the game, absurd climb rate, energy retention and powerful guns with Air or Stealth belts. Leaves behind the extreme maneuverability of the Ki27, but also its horrendous armament.

UK:
The Hurricane mk2b/trop isn't as good as it used to be, but it's still pretty strong. Good climb rate, great armament, really nice manoeuvrability, lacking speed and roll, especially with stiffening at high speed. Elevator remains responsive though like most British aircraft.

The typhoon mk1a is also fun. Great speed and pretty fun armament that lets you spray a lot, pretty good turn albeit trash roll. Good for learning energy fighting.
The 4.3 Typhoon mk1b is fun, good again for learning to energy fight, it retains the disadvantages of the other typhoon, but it has more engine power giving it better climb, speed and dogfighting performance, and a devastating armament.

Most of the aircraft from the USA low tier aviation tree are pretty good choice. (P36, F2A, P40, F4F, F4U, etc.)

Mainly because structure strength and equipped weaponry, especially the amount of ammunition you can waste with ;D.

Stuff like that will only give people bad habits. Fine to have some planes overperforming in some aspects like the Ki44 or the MiG3, but even those you have to learn some basics. The CW21 is just idiotproof.

As mentioned before it really depends on the game mode. For SB i´d suggest something stable, with a relatively unobstructed cockpit without telescopic sight and relatively powerful guns capable of snapshotting (it´s very hard chasing your first aerial victory as a newby armed with two 7.7mm as your main armament).

You don´t need the best performing plane, go for an allrounder instead as they tend to have friendlier flight caracteristics.

Top picks:

Ger: He 112 - Good cockpit with nice visibility, predictable flightmodel, 20mm cannons (but limited ammo).

US: F2-A3 - Ok´ish cockpit, four .50 cals with plenty of ammo BUT: telescopic sight can be a pain... (Hellcat is really nice later on with some experience because of the lack of visibility to the rear).

USSR: try one of the LaGGs - just avoid the I16 Ishaks they are quite fun but not recommended for a beginner due to the twichy flightmodel

UK: Hurricanes those are a solid choice (i´d rate them 2 levels above the Spits for a beginner).

Japan: A6M2 - hands down the most beginner friendly plane in this list fast (for it´s tier, good armed, stable) (cockpit is ok´is with a lot of struts and stuff) + bonus i scored my SB kill in one

China: I´d say CW-21 - the performance is insane but no reflector sight and somewhat weak armament needs time on target. A more solid and beginner friendly choice would be the P40.

It: 12,7mm Bredas :( avoid them

France: never really flown their lowtier stuff

Sweden: J22 those 13,2mm are insane - I really enjoy the premium Mörkö a nice b´n´z - aircraft with it´s quirks (bad rollrate and agility).
