Rptd: FPS drops with no apparent reason

# Description

For the last updates the performance of the game has droppen further and further.
I have a RTX 3080, AMD Ryzen 9 5900x, 32gb of Ram, Win 10 (freshly installed for this issue even), the game is installed on an SSD
While playing Ground AB/RB or Air AB/RB the game will stutter randomly and drop fps (from 144 capped to 100ish).
These drops are however not reproduceable by me and i have no idea what is causing them

List of things i already did to try to solve this :
- reinstall graphics driver and try different versions (all done with DDU each driver)
- undervolting, overclocking and running gpu in stock
- running everything stock (no XMP or PBO in bios)
- disable, enable HPET
- checked my PC for viruses
- checked my DPC Latency
- checked my RAM with MemTest

What i noticed what will happen during these drops since i only get around 10% CPU Usage as the game just Maxes one Thread and doesnt really touch any other Core/thread, during the drops the CPU usage will stay at around 10-15% but the GPU Usage will drop from 70/60% to 40/30% for a Second and then return.
However War Thunder is the only Game that does this and that has any issue on my System
I can run BF5 at Ultra without any issues for example.
I have also checked my Network Usage during these Drops since i know that you will tell me to check for that, and i have no issues with ping or packetloss and i have no Spikes in Network Speed/Usage

 

# Steps to reproduce the issue

1. launch game

2. apply any graphic setting doesnt matter if high, low, movie or custom

3. join a match

4. the game will randomly have stutters or FPS drops for which i have no explanation
