[2.9.0.83] IJN Aoba's gunners of single mount 25-mm Type 96 don't react to aircraft

# Description:

The single mounts of 25-mm Type 96 AA in the automatic aiming-firing mode don't react in any way to flying aircraft, as a result of which they will not enter fire at them. At the moment, these single mount guns will fire only with manual control mode OR in automatic control mode, but they will only fire at ships.

Important! This problem was first discovered on the past dev-server.

 

# Steps to reproduce the issue:

1. Launch a battle or test-drive on IJN Aoba.

2. Put gunners in the automatic aiming-firing mode against planes.

3. See how 25-mm single mounts just don't do anything.
