Moving cursor to the lower portion of the screen brings up the desktop cursor

When the in game cursor is moved toward the bottom of the screen (like when you are selecting a vehicle in the hanger) the homescreen cursor pops up, putting 2 cursors on the screen. The main way of fixing this seems to be alt+tabbing out then tabbing back in.

I think someone else reported, need to find.
