With The Biggest Being A Semi-Official Japanese Wiki & Semi-Fan Chinese Wiki So Far I Know, All Other Language Wiki's Are Fanbased. Besides That, It's Not Just That It Takes A Moderator To Keep The Wiki Up, It Also Requires Alot Of Re-Writing / New Write Articles On ALOT Of Pages & Vehicles And Simply Isn't As Useful As One May Think. Sure There's Some People That Simply Not Speak Russian/English, But Compared To The Rest Of The Playerbase, I'd Be Betting 60-80% Of The Playerbase Can Either Speak English Or Russian.
