They give those CBT badges the names of the update they arrived in, with some exception of course (italian tank tree CBT got an Italian Ground Vehicles badge even though they were added in 1.85 Supersonic)

I bought the USS Cowell pack and participated in the Naval CBT but I do not see the Navy Tester badge.

USS Cowell is an american Destroyer, that pack was introduced long after Naval CBT.

Looks like it was a pack that granted access to CBT, the only reason I purchased it in the first place.

And here you can see that purchasing the pack grants Naval CBT access as well...
